Visa subclass 189 is a skilled independent program and is a direct pathway to Australia PR, whereas 190 and 491 are state-sponsored visas.

Subclass 190 is a state-nominated visa that requires an applicant to secure a nomination from one of the Australian states and territories. While, for a visa subclass 491, you must get sponsorship either from the designated state or by a relative living in the regional Australia.
